A Memorandum of Understanding (MoU) has been signed between Bangladesh Telecommunication Regulatory Commission (BTRC) and National Telecommunication Monitoring Center (NTMC) on the basis of mutual cooperation to take the safe use of telecommunication services and technology related activities of the country one step ahead. BTRC Spectrum Department Director of Radio Communication Study and Research Dr. Md. Sohail Rana and Additional Director (Operations) of NTMC Md. Shaogatul Alam signed the agreement on behalf of the company. In addition to providing telecommunication services, BTRC has been working closely with NTMC, an agency under the Ministry of Home Affairs, to ensure customer service and security. If the interaction and activities between these two organizations can be accelerated, it will be possible to ensure greater security of the people and the state through future technology coordination. Home Minister Asaduzzaman Khan Kamal and Posts and Telecommunications Minister Mostafa Jabbar were present as chief guests at the signing ceremony at the BTRC main conference room on Wednesday afternoon. Posts and Telecommunications Secretary Md. Khalilur Rahman, BTRC Chairman Shyam Sundar Sikder and NTMC Director Brigadier General Ziaul Ahsan spoke on the occasion. In his welcome address, AKM Shahiduzzaman, Commissioner Engineer, Spectrum Division, said that the main driving force of Digital Bangladesh is the information technology and telecommunication sector. And BTRC is working tirelessly to bring information technology and telecommunication services to the doorsteps of the people. At present, 14 companies are producing mobile handsets in the country, he said, adding that the mobile network has already expanded to 100% of Bangladesh. The use of technology in criminal activities, including spreading rumors through social media, is on the rise, and the Memorandum of Understanding with NTMC will make the cyber world more secure and play an important role in curbing crime. Subsequently, Director General of Spectrum Division Brigadier General Md. Shahidul Alam presented in detail that how the activities of the Central Biometric Verification Monitoring Platform (CBVMP), NOC Automation and IMEI Database (NAID) and the National Equipment Identity Registrar (NEIR) are accomplished. NTMC Director Brigadier General Ziaul Ahsan said that all the state agencies are working together to build a digital Bangladesh, in which BTRC has been providing all possible support to NTMC. He further added that NTMC's Integrated Intelligence System has been providing necessary assistance to law enforcement, intelligence and investigative agencies. Integrating all the systems of the digital platform will increase the transparency of information and facilitate technology related activities. Secretary of the Department of Posts and Telecommunications Md. Khalilur Rahman said that the quality of life of the people has improved as a result of the expansion of mobile and information technology services at the marginal level of the country. Speaking as the special guest, Posts and Telecommunications Minister Mostafa Jabbar said Bangladesh is the first country in the world to use the word digital before its name. The signing of the Memorandum of Understanding (MoU) between BTRC and NTMC will further accelerate the coordination of IT activities. At present, rapid detection of criminals is the result of digital technology. In future new technology will be used for the welfare of the people. He said Bangladesh will enter into the 5G technology experimentally on December 12, adding that the technology will bring unimaginable changes in the national life. However, in order to prevent the misuse of technology, besides educating the people, the entire population needs to be made aware of the digital reality. Speaking as the chief guest, Home Minister Asaduzzaman Khan said, "Honorable Prime Minister is bringing Bangabandhu's dream into reality today. "Digital Bangladesh has made it possible to implement many things today. Stating that the pattern of crime has changed, the Home Minister said, "Cybercrime will increase in the future, that is why we are preparing the law enforcement agencies." The introduction of NEIR by BTRC has made it easier to detect mobile phones which is really commendable. In his concluding remarks, BTRC Chairman Mr. Shyam Sundar Sikder said that BTRC is the backbone of building a digital Bangladesh. 4G spectrum allocation, construction of towers in border areas, introduction of one country one rate for broadband internet, setting of minimum speed of 15 Mbps for mobile internet and 20 Mbps for broadband as well as quality of service are being ensured, which will soon benefit the people. However, he said that a special group was involved in a conspiracy to discredit BTRC's activities in the advancement of Digital Bangladesh. It can be noted that the customer's mobile SIM registration through the Central Biometric Verification Monitoring Platform (CBVMP-CBVMP) is already registered in the NOC Automation and IMEI Database (NAID-NAID) and the National Equipment Identity Register. At present, SIM cards, mobile handsets and national identity cards can be integrated together. NEIR technology has facilitated the recovery of stolen handsets, including verifying the legitimacy of the customer's handset.
